Classes in all public elementary and secondary schools in the country for School Year (SY) 2020-2021 may not open in June 2020.
One of the scenarios in the proposed tactical and strategic plans the Department of Education (DepEd) have formulated and submitted, in preparation of the video conferences with OUA Strand Offices at the CO and Field (ROs/DOs) and personnel on April 6-8, Monday-Wednesday is the postponement of the opening of School Year (SY) 2020-2021 also known as Scenario 5 - School Year 2020-2021 cannot open in June 2020 in DepEd’s Strategic (long-term) Framework and Directions.
Deped noted that if COVID-19 continues to wide-spread in the country and if there is partial breakdown of DepEd and not all its offices are functioning as they should, then possibly SY 2020-2021 cannot open in June 2020 as planned.
Other matters to be discussed are the following: 5 Scenarios and Proposed Tactical and Strategic Plan, Priority Issues and Concerns at Central office (CO) and other Matters which may onclude queries and clarification from the field.
The OUA Strand Bureau/Service Directors, Division Chiefs and Heads of Offices are enjoined to share with their Regional and Division Field Coordinators the initial tactical plans and strategic direction they have formulated and submitted, in preparation of the video conferences.
According to Undersecretary Alain Pascua, the following are the possible scenarios the country will be in depending on the turn of events with hypothetical conditions from which the Department can base its action plans in terms of the following: (a) Tactical (short-term) Programs and Projects, and (b) Strategic (long-term) Framework and Directions to be included in the video conferences with OUA Strand Offices at the CO and Field (ROs/DOs) and personnel on April 6-8, Monday-Wednesday.
Strategic (long-term) Framework and Directions include the following:
Scenario 1 – ECQ is lifted on April 15, 2020
In this scenario, COVID-19 case recoveries increase, new cases on the wane. People and vehicles are allowed to move around but social distancing is still observed. Food supply starts to move unhampered.
Scenario 2 - ECQ is extended for another month with more area coverage
There is no improvement on the health situation. COVID-19 cases are still on the rise. Stricter quarantine measures are enforced. Everybody stays at home except for truly essential personnel/frontliners.
Scenario 3 - ECQ is extended for another month with more area coverage; medical facilities and health frontliners are overwhelmed with the surge in cases
COVID-19 cases spike with no signs of waning. There is a medical surge of positive cases. More and more persons are infected and brought to hospitals which are filled beyond capacity. There are additional deaths of doctors and nurses. Many health workers are exhausted and/or are quarantined.
Scenario 4 – DepEd Officials are directly affected by COVID-19.
A number of DepEd Officials from Execom to Division Offices can no longer function and have become immovable (either as PUIs, PUMs, Infected, or Critical patients.) Even Central Office skeletal workforce is compromised.
