The Philippine National Police (PNP) has issued an urgent public advisory against a disturbing new trend sweeping across social media platforms: netizens using Artificial Intelligence (AI) and digital editing tools to superimpose themselves into official police uniforms.

While these AI-generated images and deepfake videos may seem like harmless fun, the PNP is making it clear—this practice is illegal and carries severe legal consequences.

In an official statement released through its social media page PULIS PH, the police force warned content creators, digital artists, vloggers, and the general public that unauthorized use of the PNP uniform—whether physical or digitally rendered—is a violation of multiple Philippine laws.

Why Is the PNP Cracking Down on AI-Generated Uniform Content?

The PNP emphasizes that the police uniform is not merely a costume. It is a sacred symbol of authority, discipline, and public service. Misusing it—even through digital manipulation—erodes public trust, creates confusion, and undermines the dignity of the organization.

Legal Consequences: What Laws Are Being Violated?

According to the PNP advisory, creating or sharing AI-generated content featuring the official police uniform may violate the following laws:

1. Article 179 of the Revised Penal Code (Illegal Use of Uniforms or Insignia)

This provision penalizes any individual who publicly and improperly wears or uses the uniforms or insignia of a government official or agency without lawful authority. This applies not only to physical uniforms but also to digitally generated representations.

2. Executive Order No. 297

This executive order strictly prohibits the unauthorized manufacture, sale, distribution, and use of uniforms, badges, and insignias of the PNP and the Armed Forces of the Philippines (AFP). Violators face administrative and criminal liabilities.

3. Republic Act No. 493

This law reinforces the prohibition against the unauthorized wearing, using, manufacturing, and selling of military and police insignias, badges, and uniforms. It underscores the government's commitment to protecting the integrity of its uniformed services.

4. Republic Act No. 10175 (Cybercrime Prevention Act of 2012)

Since AI-generated content and deepfake videos are created and disseminated using information and communications technology (ICT), violators may face heavier penalties under this law. The act covers offenses such as online fraud, identity theft, and public deception.

Activities Strictly Prohibited by the PNP

The police force highlighted specific social media practices that are now under scrutiny:

  • AI-Generated Impersonation: Creating deepfake videos or AI photos depicting civilians in PNP uniforms is considered public deception and can mislead the public into believing the individual is a legitimate police officer.
  • Pranks and Skits in Uniform: Wearing the uniform—whether physical or digitally edited—for comedic purposes or pranks creates a false impression and damages the dignity and reputation of the PNP.
  • Unpermitted Film or Educational Productions: Even filmmakers, indie producers, and educators must secure an official permit and clearance from the PNP Directorate for Police Community Relations (DPCR) or the Public Information Office (PIO) before using the uniform in any production.

What Content Creators Must Do

If you are a content creator, vlogger, or digital artist planning to use the PNP uniform in your work—even through AI or digital rendering—you must secure prior authorization from the PNP.

Here's what the PNP recommends:

  • Apply for a permit through the PNP Public Information Office (PIO) or the Directorate for Police Community Relations (DPCR).
  • Clearly indicate the purpose, scope, and medium of your content (e.g., educational video, film, or artistic project).
  • Await official approval before publishing or uploading any content featuring the PNP uniform, insignia, or badges.

Failure to do so exposes you to criminal charges, fines, and imprisonment under the laws cited above.
